Is there any data on that? Regardless by that logic even by their early 20s a woman is more likey to have an unhealthy child. If "birth rates" are indeed a goal than we are squandering years of peak fertility from hundreds of thousands of women. Most issues that arise from teen pregnancy aren't inherent, they are a symptom of modernity, where starting a large familly when your're young is a ticket to poverty.
