The century long cope. Sentiment doesn't mean anything if the state still functions(as in physical needs are still being met). In other words, a civil war only happens when there's an already existing power structure competing for dominance, or when there's effectively anarchy and a new power structure is created to fill the vacuum. It will never happen under any other circumstance, no matter how sad, angry, or miserable the peasants are.
